Abstract

Currently the world is going through a health crisis greater than the last decade caused by the sars cov 2 virus. Due to its speed and ease of spread, it has become a pandemic and Colombia has not been immune to this; The health emergency created by this virus imposes an enormous challenge on the governments of the country to mobilize resources, redefine priorities and accelerate the supply of goods, services and works for the protection of their populations, actions that are carried out through contracts.

By means of this article, it is intended to account if the public purchase processes, especially those held by in the municipality of Santo Tomas, Atlántico due to the covid-19 health emergency, comply with the principles of transparency and objective selection established in the legal framework of state contracting.
