Responsability of colombian state because of war actions in the framework of the interamerican system of human rights

State responsability in democratic systems has been studied because the states are called to the fulfillment of citizens welfare to whom they have a duty. Due to internal conflict experienced in the last 50 years, Colombia has been requiring the intervention of the Interamerican Court for violations of human rights and the Interamerican Convention. In this article we will discuss the responsability of the State in the imputation titles by acts of war, under the Interamerican Human Rights System, starting from the Constitutional block through the jurisprudential evolution of the State Council and finally answer the question to determine the State's responsibility for acts of war. Throughout this research A descriptive analysis will be made using the inductive-deductive method. The technique that will be used is the interpretation and analysis of documents
