Abstract

The municipality of Paipa, Boyacá, stands out for its health governance model, recognized for its suitability and compliance with the Ministry of Health's requirements for health promotion. However, the lack of identification of key success factors has prevented the standardization of this model. In this sense, the purpose of this research is to identify the factors that contribute to the effectiveness of the health system in this municipality. A qualitative methodology was used, with a descriptive scope and under an action research design. The results reveal several key factors for health promotion, including active community participation, continuous training of health personnel, implementation of health information  technologies, and transparent and  collaborative management among the different entities. These characteristics have proven to be fundamental to the success of the health governance model in Paipa. The findings highlight the importance of these attributes and suggest that their identification and standardization could serve as a basis for replicating the model in other regions, thereby improving the effectiveness of health systems at the national level.
