Governance as an element of technological management for the development of tourism in the department of la Guajira

The purpose of this study was to identify the modes of governance, science, technology and innovation policies and the different agents, both civil, public and private in the tourism sector in the face of governance failures, as a mechanism of analysis with the purpose to propose strategies based on the theory of governance. This work consists of the methodological aspect in an exploratory and descriptive study, not experimental; dealing with tourism in the context of La Guajira and the importance of governance and technological management models for the development of tourism as a promising element for improving the economy of this region, which due to its geographical and cultural characteristics requires to the inclusion of settled ethnic groups, as well as the environmental situations that influence the tourism economy. It was obtained as main conclusions that there are levels of hierarchy exposed in the theory of governance, that the social actors are those who, based on an articulated and holistic technological management plan, allow tourism organizations to be more competitive, thus it was also concluded that There are various aspects that limit the role of tourism development in this region, bearing in mind that the initial need for management is based on satisfying the region's basic needs and security, which requires greater budgetary capacity, leaving aside the implementation of technological management processes.
