Evaluation of the integrated planning and management model (IPMM) in the territorial entities of the colombian state

The objective of this research is to make a diagnosis for the establishment of the theoretical framework applied to the evaluation of the Integrated Planning and Management Model (IPMM) of the territorial entities of the Colombian State, especially the decentralized territorial entities, which are the object of the investigation entitled: Evaluation of the integrated planning and management model of decree 1499 of 2017 in the entities of the Tourism and Cultural District of Cartagena de Indias and its contribution in mission management. The study was of descriptive type applied, with a qualitative approach, it uses as instruments the bibliographic record and the documentary analysis to compile secondary sources, and an interview in four decentralized entities. The results allowed to propose an instrument for said evaluation. In a similar way, it was possible to know the characterization and the necessary conditions to evaluate the fulfillment, and implementation of (IPMM), in the entities of the State in the compliance of the missionary objectives during the rendering of its services.
