The objective of the research is to use the MULTIPOL technique to define the most relevant proposals presented by the candidates for mayor of Cartagena, which allow favoring the different areas that make up the structure of the city. The research was classified as quantitative, with a non-experimental design, descriptive cross-sectional, where a group of experts was formed who made the weightings of the relationships between the actions, criteria and policies, to facilitate decision-making. This produced a table with the assessment of the relationship between actions or proposals with policies, which facilitated identifying the one with the greatest influence according to the factors or situational criteria of the city.
