The article of reflection that follows, has as its central proposition to support that it is a common practice in public administrations and in the various entities of the state structure, to conclude contracts for the provision of services for staffing, ignoring constitutional and legal precepts , As well as jurisprudential precedents on the conditions necessary for the subscription of this nature of contracts. Likewise, it will be argued that the demands aimed at demonstrating the reality contract are an effective mechanism, with evidential conditions being fulfilled, in order to evidence the fallacious and anti-technical use of service delivery contracts.
