Comparative analysis of admission policies at Universidad de Córdoba: A case study in the Industrial Engineering program for the spring semester 2019.

In this article a discussion about the use of efficiency indicators in the budget allocation to public institutions of higher education is started. The different policies for admission of applicants to the industrial engineering program of Universidad de Córdoba were analyzed. This program is one of the most demanded, from those offered by the institution. It was found that there are two admissions policies, one that uses the results of the Saber 11 test as a selection criterion and another based on criteria of social equity defined by the Academic Council of the University. Where the latter one is neither regulated nor defined. For the case of the spring semester 2019, the extra cost generated by the students admitted under each of the policies was calculated, using the cost of the failed subjects on each group and its impact on the length of the studies. It was found a higher extra cost generated by the students admitted under the social equity policies, even though the impact of such policies is unknown. From where is was concluded that there is at least one process at the University that generates an extra cost, has a negative impact on the efficiency indicators, and there is no evidence that it is making the difference regarding its objective (social equality). A situation that would be penalized in a performance budgeting process.
